The General Office of the CPC Central Committee and the General Office of the State Council jointly issued the "Guiding Opinions on Promoting the Healthy Development of Small and Medium-sized Enterprises" (hereinafter referred to as "Guiding Opinions") on April 7.

The "Guidance Opinions" put forward specific initiatives in terms of creating a sound business environment, easing financing difficulties, perfecting supporting fiscal and taxation policies, developing innovation capabilities, improving service guarantee work, and strengthening organizational leadership and coordination.
