 The eleventh meeting of the Central Committee for Deepening Overall Reform reviewed and approved the Opinions of the CPC Central Committee and the State Council on Improving the Systems and Mechanisms for Market-based Allocation of Factors of Production on Nov 26, 2019.

According to the document, the Zhongguancun Health and Medicine Big Data Trading Platform, jointly sponsored by the Beijing Big Data Center, the Zhongguancun Science City Management Committee, the China Technology Exchange, the Beijing National Research Center for Information Science and Technology and the Zhongguancun Life Science Park was officially launched.

Two cooperation agreements were reached at the forum.

The Beijing Big Data Center and the Peking University Third Hospital reached a strategic cooperation agreement, according to which they will conduct in-depth cooperation in health, medicine, medical data governance and big data platform applications in medicine and population-based studies. The applications will include security, medical study and applied research and drug development as well as cross-over study of health management and big data infrastructure.

The Beijing National Research Center for Information Science and Technology and the Beijing Big Data Center reached a strategic cooperation agreement in which they will carry out in-depth cooperation on personnel training in the field of big data, joint application of projects at all levels, cooperative research and development, project transformation and implementation, and data governance and application. They will further explore the market-based allocation of data, and jointly promote the development of the digital industry.

In recent years, the Zhongguancun Life Science Park has been promoting the combination of artificial intelligence, big data and life sciences, which is a key for creating an innovative ecosystem.

2018 marked the opening of the Biomedical Cloud Center of Zhongguancun Life Science Park, which provides big data cloud computing services for enterprises in the field of biological information. The center covers an area of 200 square meters, with 1800-core CPU, 2PB storage, 50M bandwidth and high-density CUP computing nodes. The private cloud and the public cloud can analyze the results of second and third generation sequencing.

In June 2020, the Beijing Action Plan for Accelerating the Construction of New Scenarios and Cultivating New Ecology of Digital Economy was released.

In response to this action plan, the Zhongguancun Life Science Park accelerated the construction of the pilot test base for biopharmaceuticals and high-end medical devices industries, created an industrial system integrating precision medicine and AI-based health big data, and formed a closed loop of "R&D-incubation-investment-service-application".

In addition, the Zhongguancun Life Science Park will promote the construction of multiple common technology platforms to accelerate R&D, innovation, and result transformation.

As the leader of Beijing's health and medicine industry, the Zhongguancun Life Science Park will promote intelligence-based industrial development and construct a global leading life science innovation platform.
