Zhai Lixin, director of the Zhongguancun Administrative Committee, issued "Measures to Promote the Market Application of Zhongguancun Pioneer Products" (hereinafter referred to as "Measures") at the 2020 ZGC Forum on Sept 19, 2020.

The Measures aim to promote the R&D, industrialization, and market application of Zhongguancun pioneer technology products.

The pioneer products currently have difficulty entering the market due to lack of application opportunities, asymmetrical supply and demand information, weak competitiveness, and incomplete laws and regulations on intellectual property rights and standards.

The Measures were issued in response to this situation. They define the pioneer products and the initial market entry, and provide whole-chain support for pioneer products to enter the market.

The contents of the Measures are as follows:

Establish the testing and assessment system of Zhongguancun pioneer products. The Zhongguancun pioneer product catalog will be released, and the pioneer products will be tested and assessed.

Formulate and promote relevant standards for Zhongguancun pioneer products. The group standards, industry standards, national standards and international standards for Zhongguancun pioneer products will be formulated.

Support the initial entry of Zhongguancun pioneer products into the market. Funds will be given to the development units of pioneer products in a proportion not exceeding 30% of the contract value for the initial entry into the market.

The maximum subsidy for international pioneer products is 2 million yuan ($294,800), while the maximum subsidy for domestic pioneer products is 1 million yuan.

Establish an insurance compensation mechanism for Zhongguancun pioneer products. Premium subsidies will be given to the development units of pioneer products at a proportion of 80% of the insurance premium, and the annual subsidy for each company shall not exceed 1 million yuan.

Promote the application of Zhongguancun pioneer products. Based on the Zhongguancun online platform and offline activities, pioneer products, especially municipal key construction projects and government-invested projects, will be promoted.

Encourage the development units of pioneer products to carry out international exchanges and cooperation. The development units of pioneer products are encouraged to hold international conferences and participate in important overseas exhibitions, and financial support will be given to projects that meet the conditions.

Provide financing support to pioneer products. The development units of pioneer products are encouraged to adopt financing guarantees and financial leasing. Interest subsidies will be given to the development units of pioneer products at a proportion of 40% of the actual loan interest, and the annual interest subsidy for a single credit product brought by each company shall not exceed 500,000 yuan.

Next, the ZGC Administrative Committee will promote the market application of Zhongguancun pioneer products through accelerating the implementation of policies, strengthening cooperation and improving services.
