ZGC to strengthen the operation of high-value patents
"Measures on Strengthening the Operation of High-Value Patents and Promoting the Transfer of Scientific and Technological Achievements" (hereinafter referred to as "Measures") was issued by Zhai Lixin, director of the ZGC Administrative Committee, on Sept 19, 2020.
As the first and only national intellectual property system demonstration park in China, Zhongguancun has achieved remarkable progress in promoting the agglomeration development of intellectual property services and the development of patent-based navigation.
However, there are still some problems, such as insufficient mining of high-value patent reserves, difficulty in evaluation of intellectual property rights, few professional institutions with strong comprehensive service capabilities, and insufficient ability and motivation for enterprises to undertake patent operations.
The Measures were designed to solve these problems and give full play to high-value patents and high-quality technological achievements.
The contents of the Measures are as follows:
Improve the ability of mining and layout of high-value patents. To give full play to high-value patents from universities and hospitals, a high-value patent mining and technology transfer service platform will be established, and intellectual property institutions are encouraged to conduct patent mining and provide intellectual property public services.
Improve intellectual property evaluation. In view of the lack of uniform standards for intellectual property evaluation and the low market recognition of evaluation results, an innovative evaluation mechanism for scientific and technological achievements and a risk-sharing pledge financing evaluation system will be established.
Optimize the operations and transfer of high-value patents. In view of the single operating model, insufficient service capacity, and weak resource integration capabilities of intellectual property institutions, a batch of high-level operation service institutions will be established, and the disposal of pledged intellectual properties will be optimized.
In addition, intellectual property transaction guarantee products will be developed, the transfer of high-value patents will be promoted, and rights protection services will be improved.
Improve the capacities of enterprises to transfer and apply high-value patents. In response to problems such as the lack of motivation for enterprises to undertake patent operations and insufficient awareness of intellectual property financing, enterprises are encouraged to undertake the operation and transfer of patents from universities and hospitals and to conduct high-end application of intellectual properties.
In addition, the awareness and ability of enterprises to use high-value patents for financing and to optimize patent portfolios overseas will be increased.
Optimize services for the transformation of scientific and technological achievements. In response to low enthusiasm among scientific research personnel, difficulty in resource matching, and lack of talents, the guiding and incentive system for scientific research personnel and a normalized online trading service platform will be established, more technology transfer talents will be trained, and the role of social organizations will be elevated.
Next, the ZGC Administrative Committee will formulate relevant financial support policies and detailed implementation rules; strengthen publicity and promotion, and collect feedback. Innovative practices and experience in policy implementation will be promoted as typical cases.
