In October of this year, Zhongguancun Jingdiao Intelligent Manufacturing Innovation Center was established in Zhongguancun Mentougou Park. The center's establishment accelerated the evolution of Beijing's Mentougou district, transforming the area from a manufacturing technology-based economy to the new economy and realizing the simultaneous development of manufacturing services and corporate services.

Currently, at the center, eye-catching red and white buildings sit on large patches of green grass. It is hard to imagine that this new modern office space was once a dilapidated industrial factory. 

During the 13th Five-Year Plan period, Shilong Park vacated old and low-end industries to provide space for high-end industries and the development of Zhongguancun Mentougou Park. The renovation of old factory buildings was a crucial task in land development and utilization.

"More than 20 stocks of land in the park have been vacated," remarked Cui Huayang, deputy general manager of Shilong Investment Company, "We will revitalize these companies to promote industrial upgrading and realize the economical use of land." 

This vacated land in the park covers roughly 300,000 square meters, and the above-ground construction area has reached 125,000 square meters. 

The park has also accelerated the construction of the technology headquarters carrier, promoting the transformation and upgrading of industrial enterprises and providing development space for more technology enterprises to settle in. 

Beijing Deshan Biomedical Incubator is well-reputed among headquarter bases in the park. Since its transformation in 2015, the incubator has introduced over 80 professional companies such as Shadong Biomedical, with more than 130 intellectual property rights secured and an enterprise valuation of 3 billion yuan.

"With a complete professional service platform, qualified professional team and service personnel – as well as a mentor team equipped with service platforms such as the industry-university-research integration platform and financial service supermarket – the incubator has created a more comfortable business environment for biomedical companies," said Li Shengkuo, general manager of Deshan Biopharmaceutical Incubator.

The park has now built 11 technology business incubators with a total area of 120,000 square meters, including one national-level maker space, two municipal-level maker spaces, four Zhongguancun innovative incubators, one Zhongguancun hard technology incubator and nine demonstration bases for innovation and entrepreneurship.

Home to a high-tech industrial cluster, Mentougou Park has become an important carrier for the incubation and agglomeration of high-tech industries. Besides, to offer settled companies more policy benefits, the park also accurately guided enterprises to apply for policy funds at all levels. 

Mentougou Park has promulgated accurate supply policies to enterprises in the start-up, development and mature phases. Meanwhile, it has built an investment and financing connection platform and obtained 428 million yuan of bank loan funds for 40 companies.

"Since entering the park, our company has enjoyed plenty of policy support, including talent and rent policy support; this is especially important for start-ups like us. Our company has achieved a lot since settling in the park, and our products have achieved marketization and mass production," noted Wang Weijie, executive director of Beijing Ant Brother Technology Co.

During the 13th Five-Year Plan period, Mentougou Park followed the policy to relieve Beijing's non-capital functions and vacated low-efficient industries to promote the integrated development of Beijing, Tianjin and Hebei. 

As the park enters the 14th Five-Year Plan period, it will attract more leading enterprises to spur the development of high-tech and advanced industries.
