Talents flock, innovation flourishes at Zhongguancun

Zhongguancun Science Park has successively introduced and implemented a series of policies to attract and support talents, such as the Zhongguancun Young Eagle Talent Plan and the Zhongguancun High-End Talents Attraction Program. 

Until now, 527 people and teams have been selected for the program.

Zhongguancun is also the first to implement more than 30 new talent policies, including the Green Card Express program for foreign talents and credit evaluations. The time required for high-level foreign talents to apply for green cards has been reduced from 180 days in the past to just 50 working days.

Zhongguancun can provide supporting policies such as green channels for secured loans and the introduction of venture capital for overseas students to start a business. It has already built 45 overseas talent entrepreneurship parks and incubates more than 6,000 enterprises founded by overseas talents.

The number of high-level overseas talents introduced to Zhongguancun accounts for nearly 20 percent of China's national total. Also, the introduction of overseas professionals in the park accounts for more than 65 percent of Beijing's total. There are currently close to 40,000 overseas returnees in Zhongguancun, and more than 30 percent of Zhongguancun's entrepreneurs have either studied abroad or worked overseas.

"The reason that Zhongguancun can attract overseas talents is due to the fact that high-end talents can be matched well here. Although many companies also have R&D centers in other cities, high-end R&D centers are mainly located in Beijing," said Zhao Xinliang, director of Haidian Overseas Talent Pioneer Park.

There are nearly one million college students and more than 400 national-level scientific research institutes in Beijing. Both undergraduates and postgraduates in the municipality account for the largest proportion of China's total. The flow of capital and technology is driven by the flow of people and combines to form a unique entrepreneurial ecosystem.

Pioneer Park" issued this January allows innovation teams still overseas to apply for R&D and achievement transformation funds for game-changing technologies. Eligible projects can receive up to three consecutive years of funding support.

Overseas talent start-ups that meet relevant conditions will be included in the "Convoy Action" of the Zhongguancun Industry Alliance, which can help these enterprises to quickly integrate into the Zhongguancun industrial ecological chain.

"Our country is paying more and more attention to innovation. During the epidemic last year, the Zhongguancun Administrative Committee asked us about our difficulties and requirements, and we were exempted from property expenses," said Zhang Gong, founder and CEO of Gagogroup. The company is a big data application company that serves agriculture, environment, finance and other industries through satellite and meteorological big data collection, processing, analysis and visualization systems. 

"Our company was founded by overseas students and has had a certain broad impact. Last year was when the company introduced the most talents, now half of the new employees are overseas returnees. With the company's development, we will provide more and more space for them," Zhang noted.

As of the end of November 2020, enterprises in Zhongguancun Science Park had more than 140,000 useful invention patents, accounting for 67.5 percent of those in Beijing during the same period.
