The Beijing Municipal Science & Technology Commission and the Zhongguancun Administrative Committee held a press briefing on measures to better transform scientific and technological achievements in universities and medical institutions in Beijing on Jan 14, 2022.

"Since the implementation of regulations on promoting the transformation of scientific and technological achievements in Beijing, the city has established a discussion and coordination mechanism for the transformation of achievements that has been participated in by 35 units,” remarked Yan Ying, director of the Scientific and Technological Achievements Transformation Division of the Zhongguancun Administrative Committee.

According to Yan, in 2021, Beijing's technology contract turnover increased by 10 percent. Represented by Peking University, Tsinghua University and the Chinese Academy of Sciences, several high-quality scientific and technological achievements have been transformed in Beijing.

Jiang Shijun, deputy director of the Technology and Graduate Affairs Office of the Beijing Municipal Education Commission, said 22 high-end innovation centers have achieved a number of "first or first-of-its-kind" scientific research results with international influence, and won three first prizes in the National Science and Technology Awards and 31 second prizes. 

Nearly 20 high-tech enterprises have been incubated in the fields of chips, intelligent robots, and biomedicine, and many achievements have been transformed. 

Nineteen Beijing laboratories have undertaken more than 2,200 scientific research projects (including 710 at the national level), and won 191 scientific and technological awards above the provincial and ministerial level (including 22 at the national level). Achievements in such fields as new energy vehicles, new-generation information networks and rail transit materials have been transformed by industry leaders such as State Grid, China High-speed Railway, and Datang Telecom.

"To speed up the transformation of innovative achievements into clinical application, the Beijing Municipal Health Commission has optimized the price management method for new medical service items, encouraged medical institutions to apply for new medical service items and prices according to regulations, and stepped up the clinical application of new technologies," said Shi Jingjing, deputy director of the Science and Technology Education Department of the Beijing Municipal Health Commission.

Seven groups of 100 new medical service price specifications have been added, of which 18 items have been included in the government pricing catalog, Shi added.

"In 2021, the registered value of technology contracts in Haidian district is expected to exceed 250 billion yuan ($39.4 billion), an increase of more than 22 percent, ranking first in the city," said Li Lihua, deputy director of the Science and Technology Division of the Zhongguancun Administrative Committee.

Li said the number of patents transferred by 30 colleges and universities in 2021 amounted to more than 1,500 items, with a total operating amount of 1.5 billion yuan.

The Beijing Municipal Science and Technology Commission and the Zhongguancun Administrative Committee will continue to implement laws on promoting the transformation of scientific and technological achievements, and promote the transformation of scientific and technological achievements of key universities and medical institutions in Beijing.
