'Use first, pay later' promotes scientific and technological transformation

The Beijing Municipal Science and Technology Commission and the Zhongguancun Administrative Committee held a press conference in Beijing to introduce a new pilot reform in Zhongguancun.

Introduced in August, this pilot reform releases the incentive policy to promote the transformation of scientific and technological achievements in colleges in universities.

These policies encourage colleges and universities to explore options like open licenses, use-first--payment-later, and free licenses, to authorize patent licenses to  small, medium and micro enterprises (SMEs).

A 10 million yuan ($1.41 million) intellectual property operation guarantee compensation fund has been set up to encourage guarantee institutions to provide performance and financing guarantee services for SMEs undertaking the transformation achievements of colleges and universities.

Zhang Yulei, deputy director of the Beijing Municipal Science and Technology Commission and Zhongguancun administrative Committee, remarked that the pilot reform of use-first-payment-later aims to solve the problems of poor channels and high licensing fees for SMEs to use scientific and technological achievements in colleges and universities.

Exploring the method of "use first and pay later" has lowered the threshold for cooperation and formed a brand-new collaborative innovation community of interest, according to Ye Maosheng, deputy director of the Science and Technology Achievement Transformation Division of the Beijing Municipal Science and Technology Commission and the Zhongguancun Administrative Committee.
