Beijing to build 20 benchmark incubators by 2025

Five departments, including the Beijing Science and Technology Commission and the Zhongguancun Administrative Committee, recently issued action plans for the cultivation of benchmark incubators (2022-2025).

According to the plan, by 2025, the city will strive to build 20 benchmark incubators, lead the upgrading and development of 100 existing incubators, cultivate 2,000 national high-tech enterprises and 500 gazelle enterprises, deploy three to five offshore incubation carriers overseas, and undertake 400 overseas innovative and entrepreneurial projects.

Green channel for government services opened for benchmark incubators

Beijing municipality and Haidian district will use capital subsidies, equity investment, space entrusted operation and other methods to support the construction of benchmark incubators. 

In addition, the city will provide green channels for government services, such as market supervision, human resources, social security, and environmental protection, for benchmark incubators and hatched companies, and encourage benchmark incubators to apply for work permits for foreign talents who come to Beijing to start businesses. 

A number of application scenarios in government services, smart transportation, medical and health care, emergency management, people's livelihood security, and environmental protection will also open to benchmark incubators.

Forward-looking layout to explore 'advanced incubation'

The city will encourage benchmark incubators to attract top young scientists, industry service experts, investors and product managers who are capable, enthusiastic about creation, and courageous in practice, and set up a team of "advanced incubation" partners to discuss feasible solutions based on major practical problems and scenario needs; explore cutting-edge technology and cross-border integration application solutions; organize scientific research and operation management talents, capital and industrial resources; carry out principle design and verification to transform a batch of hard technology entrepreneurial projects. 

Strengthen the 'army' of hard technology incubation

According to the action plan, Beijing will invest in five types of potential incubation talents, namely, experienced hard technology investors, senior industry service experts, scientists with successful transformation experience, well-known product managers in the industry, and outstanding serial entrepreneurs, and guide them to enter the incubation industry and participate in the construction of benchmark incubators.
